gold and silver leaf questions

For adding gold leaf to beads, is it better to encase it afterwards. Is it meant to be very slightly raised or rough on the surface once its applied or smooth before leaving as it is or encasing.
What about encasing silver leaf, does it matter whether you do or dont?

I tend to leave gold leaf on the surface, just very carefully melt it on and kind of blur the edges.

Silver foil is thicker than leaf and easier to leave on the surface, but it will feel a little rough.
