Toyo Narrow head cutter

Hi

I've just got one of these cutters and the head it a little loose - the main metal bit. Is it supposed to be like that - I tried to tighten the screw and it didn't seem to make a difference!

Do you mean it spins round? 

I have several, they all do that.
