Yes Pat that is the diameter of the bead.

The Pandora beads tend to be regular in size, but Troll beads vary in size more and have more interesting designs. The mandrel hole is smaller on the Troll beads as well. ( I have lots of Troll and a few Pandora, bought before I got into melting glass!)
