Would I be able to melt bullseye 93 glass using my set up of a minor torch and one OxyCon?

Yes, it's only a little stiffer than 104. A minor with 1 oxycon can do Boro, but not thick rods, and it does take a bit longer.

you can also anneal 90 and 104 usong the same schedule!
